Educational Qualifications
- Recognized Degree: The candidate must hold a degree from any of the universities incorporated by an Act of the Central or State Legislature in India, or other educational institutions established by an Act of Parliament, or declared to be deemed as a university under Section 3 of the University Grants Commission Act, 1956.
- Appearing Final Year Candidates: Candidates who have appeared or intend to appear at the qualifying examination and are awaiting results are eligible to appear for the Preliminary examination. However, all such candidates who qualify for the Mains written examination must produce proof of having passed the degree examination when submitting their Detailed Application Form-I (DAF-I).
- Professional Degrees: Candidates possessing professional and technical qualifications recognized by the Government as equivalent to professional and technical degrees (e.g., MBBS, B.Tech, CA, ICWA) are eligible. MBBS interns who have passed the final exam but are completing internship are eligible for Mains upon submitting university Dean certification.
Nationality Conditions: IAS & IPS Restrictions
While for other Central Services (IRS, IAAS, Trade Service), subjects of Nepal, Bhutan, or Tibetan refugees who came to India before 1st January 1962 are eligible, for the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS), a candidate must strictly be a citizen of India.
What Constitutes an "Attempt" in UPSC Civil Services?
A crucial rule that every aspirant must understand: If you apply for the examination but do NOT appear in any paper of the Preliminary examination on the exam day, it is NOT counted as an attempt. However, if you appear in even one paper (e.g., General Studies Paper 1) of the Preliminary exam, it is deemed to be an official attempt towards your quota.
Physical Standards for IPS & Group A Technical Services
Candidates allocated to the Indian Police Service (IPS), DANIPS, or Railway Protection Force (RPF) must satisfy strict physical standards:
- Male Height & Chest: Minimum height of 165 cm (160 cm for ST, Gorkhas, Assamese); Chest measurement: Minimum 84 cm with 5 cm expansion.
- Female Height: Minimum height of 150 cm (145 cm for ST, Gorkhas, Assamese); Chest: Minimum 79 cm with 5 cm expansion.
- Ophthalmic Standards: Distant vision of 6/6 or 6/9 in better eye, 6/12 in worse eye. Spectacles and refractive surgery within limits are permitted. High myopia (> -8.00 D) is disqualified for police services.
